VAM computes penalties for each row and column as the difference between its two lowest costs. Choose the highest penalty and allocate as much as possible to the cheapest cell in that row or column. Update supplies and demands and repeat until complete. VAM usually yields a lower initial cost than simple rules and speeds optimization.
