Explain the roles of different agencies in safeguarding and protecting individuals’ right to live in safety and to be free from abuse and neglect 3 examples must be provided.
Different agencies each have specific responsibilities that together help safeguard vulnerable people and uphold their right to live safely and free from abuse and neglect. Key roles include:
Local Authority – Adult Social Care:
Coordinates safeguarding enquiries, assesses risk, arranges care and support, and develops protection plans to reduce risk and promote well‑being.
Police:
Investigates suspected crimes (physical, sexual, financial abuse), protects individuals at immediate risk, gathers evidence, and pursues criminal charges where appropriate.
Health Services (NHS, GPs, district nurses):
Identify signs of abuse or neglect through clinical assessment, treat injuries or health consequences, share relevant information for safeguarding enquiries, and refer concerns to social care.
Care Quality Commission (CQC) or equivalent regulator:
Inspects and monitors care providers, enforces standards, issues improvement notices, and can close services that place people at risk.
Safeguarding Adults Board / Multi‑agency Safeguarding Hubs (MASH):
Provide strategic oversight, facilitate multi‑agency information sharing, coordinate complex cases, and ensure lessons are learned from serious incidents.
Independent advocacy and voluntary sector organisations:
Support individuals to have their voice heard, help with decision‑making, provide advice and practical support, and represent people in reviews and meetings.
Examples
Suspected financial abuse of an older person in a care home:
Adult Social Care initiates a safeguarding enquiry and assesses the person’s needs; the Police investigate criminal fraud; the CQC reviews the care provider’s practices and may take regulatory action; an advocacy service supports the older person to understand options and take part in decisions.
Neglect by a domiciliary care worker:
A district nurse notices poor hygiene and malnutrition and refers the concern to Adult Social Care; Adult Social Care conducts a risk assessment, arranges alternative care/support and a protection plan; the Safeguarding Adults Board may review provider training and commissioning practices to prevent recurrence.
Immediate physical assault in a hospital:
Hospital safeguarding lead and clinicians provide urgent medical care and safeguard the patient; the Police attend to secure evidence and ensure immediate safety; Adult Social Care arranges longer‑term safety planning and support; advocacy services help the person understand their rights and options.
