In your responses to two of your peers, expand on your peers’ ideas and/or provide constructive feedback. How might enforcement agencies integrate mental health and/or mental health professionals into response teams for critical incidents?  How might mental health professionals can play a role in helping officers process trauma?

**561 d1 reply to eric 200 words reply**

Law enforcement officers often encounter traumatic events that can affect their psychological well-being. In the scenario presented, Officer Jane Harris experiences a critical incident that results in the use of lethal force, which can lead to emotional distress and symptoms consistent with post-traumatic stress disorder (PTSD). According to James (2024), crisis events often create intense psychological reactions for both victims and responders, particularly when the situation involves threats to life or the need to use force. Law enforcement agencies should implement strategies that support officers’ mental and emotional health following high-stress incidents.

A great strategy for departments to implement is developing structured critical incident stress management (CISM) programs. These programs include immediate debriefings, access to trained peer support officers, and confidential counseling services. Peer support teams can be a valuable asset due to officers feeling more comfortable speaking to their own peers who have gone through similar experiences and understand the realities of police work. Departments should also provide access to licensed mental health professionals who specialize in trauma experienced by first responders. In addition, mandatory wellness checks after a major incident can normalize seeking support and remove the stigma of mental health services. James (2024) emphasizes that crisis responders must have access to intervention strategies that stabilize emotional reactions and promote long-term recovery.

One of the most significant obstacles officers encounter is the stigma within police culture, where seeking psychological assistance may be perceived as a sign of weakness or being unfit for duty. Officers may also fear that disclosing mental health concerns could negatively impact promotions, specialized assignments, or their professional reputation. Confidentiality concerns and limited departmental resources can further discourage officers from pursuing assistance.

The ability to balance professional duty and mental health is essential for officers such as Harris. While officers are committed to protecting the community, they must also recognize that maintaining psychological wellness is necessary for effective decision-making and safe policing. Seeking counseling, engaging in peer support programs, and utilizing departmental wellness resources can help officers process traumatic experiences and remain capable of performing their duties responsibly.

To create a healthier, more stable culture, law enforcement departments should promote leadership support for mental health initiatives and integrate training into the academy and in-service training that openly acknowledges the psychological effects of critical incidents. Encouraging upper management to discuss mental health openly and highlighting positive examples of officers who seek help, ensuring there would be no repercussions if they do. This command support could gradually reduce these negative stigmas. By promoting officer wellness as a priority, agencies strengthen their officers, their department, and the overall effectiveness of the agency.

Highrisk domestic violence calls place officers in situations where splitsecond decisions can carry lifelong psychological consequences. In Officer Harris’s case, the rapid escalation and use of lethal force reflect what James (2024) describes as the “emotional residue” of crisis encounters, where officers often absorb the trauma of both the victim and the offender. Departments can better support officers by implementing structured postincident protocols, including mandatory debriefings, confidential counseling options, and peer support teams trained in traumainformed practices. Shane (2019) emphasizes that organizational stressors—such as inadequate resources and cultural stigma—often compound the effects of critical incidents more than the incidents themselves. Addressing stigma requires leadership modeling helpseeking behavior, normalizing mental health conversations, and integrating wellness into routine training rather than treating it as remedial.

Officers like Harris often face significant barriers when seeking support, including fear of being perceived as weak, concerns about career impact, and distrust of internal mental health services. Recent research shows these concerns are widespread; for example, Jetelina et al. (2022) found that officers frequently avoid mental health treatment due to confidentiality fears and the belief that acknowledging trauma may jeopardize their professional standing. When officers internalize these pressures, they may struggle to balance their duty to the community with their own psychological needs. Maintaining that balance requires acknowledging that personal wellness is not separate from professional performance—untreated trauma can impair judgment, decisionmaking, and longterm career sustainability.

To foster a healthier culture, departments must move beyond reactive support and build systems that proactively strengthen resilience. This includes embedding wellness officers within units, offering regular mental health checkins, and providing training on recognizing early signs of trauma. Leadership must also communicate that psychological impact is an expected part of policing, not an individual failing. When agencies create an environment where officers feel safe acknowledging their experiences, they enhance both recovery and operational readiness. Ultimately, supporting officers like Harris is not only a moral obligation but a strategic investment in the longterm health of the profession.

My example of an existing criminal justice program is a relatively new law in Texas known as the State Jail Felony.  It was established in 1993, through a series of legislation aimed directly at the sudden rise of non violent drug offenses.  The idea came along with the establishment of Drug Impact Courts, and a slew of all new penitentiaries that popped up all over the state.  They were run by the Department of Corrections but called “Jail Division”, while the other “big boy” prisons that housed 1st, 2nd, and 3rd degree felons continued to be run by the “Institutional Division”.

This enormous undertaking represented a distinct tier of punishment for the state's least severe felony offenses, such as low-level drug possession and property crimes.  Sentences ranged from 180 days to two years in these specialized facilities, with no possibility of parole or "good time" credit, meaning inmates typically serve their full term day-for-day. While originally intended to divert non-violent offenders into rehabilitative programs, the system has faced significant scrutiny regarding its long-term outcomes and systemic goals.  Today many of these units hold all ranges of felony offenders not just State Jail level Offenders.  Even though originally they were meant to be housed separately,  due to prison over crowding, they are no longer kept separate.

The ultimate goal of this new law was to reduce recidivism.  Using the seven essential criteria outlined in our text, starting with effectiveness, let’s see how successful Texas was in accomplishing this goal.  The program is often measured by its impact on crime and recidivism.  According to the Texas Department of Criminal Justice’s Strategic Plan for 2023 through 2027, the data indicates that state jail felons frequently have higher recidivism rates, “approximately 24.3% to 24.4% re-incarcerated within three years, compared to those in traditional prisons.” (TDCJ 2023). This suggests to me, the current model may struggle to accomplish its primary goal of reducing future criminal activity.  After all these laws were designed to be diversionary in nature.

Next we look through the lens of externalities.  Most of the data on the external issues of this initiative were not positive.  They of course include the use or waste of tax payers dollars and the idea of more or less bang for the buck.  This burden of cost was oftentimes placed directly on local communities, The financial and emotional instability caused to families of the incarcerated. It is mentioned these "spillover effects" can lead to generational cycles of crime, as children of incarcerated parents face higher risks of future criminal involvement.  In retrospect did Texas “create” another crime problem by creating additional laws to fight the war on drugs? It has been more than thirty years now and the data may show, we may have been sold a lemon.

If we examine the theory or the theoretical foundation of state jails, we find they are rooted in the ideals of rehabilitation and specific attempts at deterrence. The goal was to understand root causes, like substance abuse, and provide personal transformation opportunities to reintegrate individuals into society.  However, this form of incarceration may have simply led to institutionalism.  Whereby some people became accustomed to being incarcerated and no longer feared prison.  Thereby the deterrent effect of traditional prison was lost and subsequently some failed to successfully reintegrate into society and continued to re-offend.

On the other side of the same coin, those who favored this type of reform have argued its efficiency, relating that this type of incarceration is less cost-efficient than community-based diversions like probation.  “While incarceration accounts for roughly 90% of Texas' corrections spending, programs like community supervision are often more cost-effective at achieving the same or better public safety results.” (Texas Criminal Justice Coalition 2016).

Next we should examine the idea of compliance.  This focuses on ensuring facilities meet minimum standards to reduce state liability and ensure inmate safety.  According to the Texas University, Court Justice Training Center, recent legislative efforts such as the Damon Allen Act, have also sought to tighten compliance regarding bail and release practices to better protect the public.  Only time will tell if clamping down on the issue of bail will reduce crime and recidivism.

Of course with any discussion about new legislation in the field of criminal justice there will always be the topic of equity.  In this case my thoughts are not about the term itself as equity refers to “money in the bank.”  What I think most scholars are referring to including the authors of our text is the term Equality. Equality concerns persist regarding racial and gender disparities in how these sentences and diversion programs are applied.  Critics argue that without targeted efforts, minority communities remain disproportionately affected by the state jail system's revolving door.

Lastly is the topic of Intervention.  Did enacting these laws have the desired  interventions, such as ISFs or Intermediate Sanctions Facilities and job training which were conceptualized to lower recidivism by addressing skill gaps and substance issues.  For example, did the programs offered within these state jails actually work?  Did they provide the tailored services like mental health support and vocational training to help offenders find livable-wage employment upon release?  Some argue those that did receive these services were recommitted anyway.

According to Dunworth et al. (2003), “evidence-based policy is a rigorous approach that draws on careful data collection, experimentation, and both quantitative and qualitative analysis to answer three questions: What exactly is the problem? What are the possible ways to address the problem? And what are the possible impacts of each?” (Dunworth et al., 2003). In the brief case study of the State Jail Felony in Texas, looking at the way the department uses these facilities today, and the high recidivism rate of state jail offenders, I would have to say it hasn’t been as effective as we once hoped.  As a society we sometimes throw good money after bad.  The vehicle of the State Jail Felony is way over it’s usable lifespan and in my opinion should not be rebuilt.  We might better serve the state by taking this one to the junk yard and repurposing the money for something else.

One example of a criminal justice policy is the Three Strikes Law, which is primarily implemented at the state level in the United States, particularly in states such as California. The policy requires individuals who commit a third serious felony offense to receive a significantly longer sentence, often life imprisonment. The goal of this policy was to reduce repeat offending by incapacitating habitual offenders and deterring individuals from committing additional crimes.

Using Foster’s seven essential criteria for good policy, several aspects of the Three Strikes policy can be evaluated. First, the policy has a clear objective, which is to reduce recidivism and improve public safety. Second, it offers a specific solution by mandating harsher sentences for repeat offenders. However, when considering effectiveness, research has shown that the policy has not consistently produced the intended reduction in crime rates. Additionally, the policy raises concerns regarding fairness and proportionality, since individuals may receive extremely long sentences even when the third offense is relatively minor. Policies that fail to produce the intended outcomes or create unintended consequences can be considered flawed within criminal justice policymaking (Reddington & Bonham, 2019).

Overall, the Three Strikes policy has some benefits, particularly in incapacitating repeat offenders. However, it is not entirely effective and may produce costly and disproportionate outcomes. A useful improvement would be limiting the policy to serious and violent crimes and regularly evaluating its outcomes through evidence-based policy analysis. Evidence-based approaches help ensure that criminal justice policies are guided by research and empirical findings rather than assumptions or political pressures (Reddington & Bonham, 2019).

The objectives through the National Criminal History Improvement Program are being met through the success and utilization of local, state, and national law enforcement agencies. The National Criminal History Improvement Program is responsible for the direct awards toward the assistance needed by multiple law enforcement agencies in a state or national level. This program provides technical assistance to different state and national agencies to improve the quality of work in acquiring criminal history records and other information. Through the National Criminal History Improvement Program, the aspects of quality, timeliness, and immediate access to these types of records are granted. In order for agencies to receive complete records of data, data from law enforcement, prosecutors, courts, and corrections are integrated and linked together. Through NCHIP, agencies are guaranteed to identify eligibility for firearm purchasers, working with special populations (children, elderly, or disabled), protection orders/warrants/convictions for any domestic violence offense as well. Call (2019) discussed how sex offenders face formal and informal barriers to employment because of the nature of their sentences. Sex offenders are ostracized from the regular offender population due to their criminal actions as well.  Within 33 years, all 50 states and District Of Columbia have participated in the services of the NCHIP. In the state of Missouri, the Missouri State Highway Patrol utilizes this program to improve criminal history records, research dispositions on recent law/policy changes. MSHP uses this program to address violent crimes including gun violences for criminal history records as well.

The Bureau of Justice Statistics runs the National Criminal History Improvement Program (NCHIP), which gives states money and help with technology to make criminal history data more accurate and easier to find. The program's main goal is to improve record systems so that police, courts, and other criminal justice groups can promptly get accurate information for background checks, investigations, and decisions about public safety.

NCHIP has mostly worked well on a national level. Since the middle of the 1990s, the program has helped states update their record systems and make it easier for agencies to share information. One of its most important accomplishments has been helping to make the National Instant Criminal Background examine System (NICS) better and more accurate. This system is used to examine people's backgrounds when they want to buy a gun. Because of this, most states now send criminal history records to national databases. This makes it easy for police departments all around the country to get important information.

NCHIP financing has helped make records more automated and communication better between courts, law enforcement, and prison agencies at the state level. These changes make it easier for cops and investigators to get accurate criminal history information promptly. There are still some problems, though. Some states don't consistently update arrest records with the final court findings, which might lead to incomplete criminal histories.

Overall, NCHIP is accomplishing many of its goals by making records better and making it easier for different jurisdictions to share information. Welsh and Harris (2016) say that good criminal justice programs need clear goals and cooperation, which NCHIP mostly does. Still, there is room for development.

To make the program better, more money should go into making it easier for judges and police to share information with each other. States should also set consistent standards for reporting so that records are updated fast and correctly. More training for the people who keep criminal history systems up to date could make records even more reliable.

In summary, NCHIP is still a vital program that helps make criminal justice information systems better and helps people make smart choices all around the country.

**Research Paper: Annotated Bibliography Assignment Instructions**

    Overview

The foundation for sound scholarship is a solid command of the academic literature in your field. A scholar builds this foundation by reading and evaluating one academic source at a time.

Over time, you will read many, many sources. It is vitally important for you to keep a record of what you have read, along with important annotations so that you remember how each source is relevant to your research. These citation records include:

    · Basic bibliographic details: Author, Title, Publication Name, Date, Page Numbers.

    · A brief summary of the source: What was the key argument? What were its strengths or weaknesses? Was anything in the piece applicable to your future research?

    · Tags or Keywords: You should consider how to organize your sources so that you can easily recall sources that are relevant to various research projects you may be managing, and sources that are relevant to different parts of a research project.

    This
**Research Paper: Annotated Bibliography Assignment** will introduce you to the process of identifying, recording, and annotating sources for later use. It will also introduce you to a citation management tool called RefWorks that is available to all Liberty University students. A link to RefWorks is included in the assignment prompt for

    **Moral Leadership and Administrative Statesmanship**

The two articles provided point out important insights that a good public administrator with ethical responsibilities should show, especially if in the public service. These two documents explore and show that there is attention that is always there between morals, the Constitution of Fidelity, and sound decisions in governance. These two documents examine how publicly does should navigate dilemma situations without tell choir constitutional and moral considerations.

Newswander, in his document “The Guerrilla Statesmanship: Constitutionalizing An Ethic of Dissent, " argues that public administrators should implement policies to uphold the requirements of the constitution because it's their mandate and their duty to do both. In the thesis of the paper, he implies that administrators should uphold the ethic of dessent especially in cases where policies conflict with the Constitution. Administrators are placed on the opposition by the constitution and should have the interests of the public rather than their own interests and morals (Newswander,2012). According to newswander he supports the argument that bureaucrats should operate as provided by the constitution.

Newswander emphasizes moral courage for administrators, which adds the most strength to each argument. Guerilla statesmanship is a concept that shows dissent is not in subordination but away of administrators to show loyalty to the constitution. According to the article, any administrator who resists unconstitutional directives is fulfilling his or her mandate and constitutional obligations. This argument by Newswander changes the traditional perspective of administration, where administrators prioritized being obedient over serving the constitutional mandate. This argument also shows that democracy is growing. In his article, Newswander also acknowledges that there are risks that come as a result of dissent. Administrators may face dismissal or marginalization when they resist unconstitutional directives (Newswander,2012). News wonders says that administrators who are grounded in constitutional directives tend to face marginalization and may lose power as a result.

On the other hand, Newbold on his article, ’Statesmanship and Ethics: The Case of Thomas Jefferson,” discusses how complex executive decisions are made. Newbold explains how Thomas Jefferson was caught up in a dilemma during the Louisiana Purchase. In the article new board says that Jefferson knew for a fact that the land would be useful for the future of the Nation; however, to purchase it, it was not on the constitution and the Constitution did not authorize him to do so. Newbold's article explains how administrations involve themselves in dirty hands by violating constitutional directives for the greater public gain (Newbold 2005).

Newbold shows that Jefferson was caught in the middle of morals and constitutional directives while purchasing the Louisiana. New bold uses this case, which is well known to show how public administrators are caught between while trying to make a decision. Public administrators have to choose between the law provisions and the welfare of the Nation.

Newbold's strengths in his argument come in the nuance of moral compromise. His argument on dirty hands implies that administrators usually make imperfect decisions. New bold focuses more on the burden of the decision-making administrators face, who hold high positions in the administration. For both articles, they add that decisions by administrators required thoughtful reasoning. However, on the new bold “dirty hands” argument, if leaders violate the constitution in the name of public gain, there are risks of normalizing overreach. If not well-bounded, this doctrine can go overboard and increase the chances of misconduct.

Newswander focuses on administrators resisting unconstitutional directives, while Newbold focuses on the difficulties administrators undergo to make choices for the public and the nation. Both arguments reflect the idea that our public administrators and public servants should operate within the constitutional directives.

When researching public policy issues, these two sources are highly important and relevant. Executive orders, contemporary debates, constitutional interpretations, and bureaucratic resistance show this same tension seen in these articles. Administrators today should show constitutional loyalty.

Finally, new bold and newswander affirm the importance of ethics in governance. They show how courage and accountability are important in public administration. Public administrators require deep Roots on constitutional loyalty.

**Module 3: Week 3—Statesmanship —> Annotated Bibliography & Coaching Suggestions**

    Good Monday Morning!

There is often confusion about this assignment. I have been trying to make this somewhat complex assignment as clear as possible. Let me know if you have any questions.

This is, in my opinion. the most demanding—but one of the most important in this course—as it helps further develop a skill critical to your doctoral journey.  Reading a lot of research and policy papers and applying critical thinking and analyses to seek truth and facts based on evidence. And then determining if what you learned has applicability to your work and your future dissertation/capstone research.

**Important Note: The Assignment asks you to critically review 10 research articles. review 8-10 articles (more if you prefer) but invest the time to do deeper dives on the research design and methodology, per the critical analysis factors below.**

Yes, this is a long Announcement but contains details that will be very helpful for you. So please study it closely.

Please be looking for a follow up announcement on Critical Thinking/Discerning Truth. It is applicable to this Module and all sources of information. Seek truth and facts and separate, as Scripture says, the wheat from the chaff. Or in today's terms, the evidence from the noise.

Also, another helpful suggestion. If you haven't already check out the Online Writing Center. You can send them your paper (at least two days before it is due) and they will provide excellent assistance on formatting, writing, APA…..Try it.

    **Very important notes**:

    · Learning more about statesmanship this week is of value as we aspire to become the stateswomen and men God can use. This week's assigned content, below, has practical value for your current work.

    ·
**However—this Module 3 deliverable (Annotated Bibliography) is**
**not directly connected to statesmanship—although the assigned resources will be applicable and helpful in Module 4 and future assignments**.

    · Instead, the assignment is to (re)introduce you to identifying, researching, and critically analyzing an array of research articles and other sources. This is a critical skill set you will be using throughout your doctoral journey and especially the literature review you will be doing for your dissertation or capstone project.

**Research Paper: Annotated Bibliography Assignment Instructions**

    This
**Research Paper: Annotated Bibliography Assignment** will introduce you to the process of identifying, recording, and annotating sources for later use.

“An annotated bibliography is a structured list of research sources (books, articles, documents) where each citation is followed by a brief, descriptive, and evaluative paragraph known as an annotation. Each entry typically includes the citation (e.g., APA), a summary of the source’s arguments, an assessment of its quality/reliability, and a reflection on its relevance to a specific research topic.” cite Google 2.5.2026

It is vitally important for you to keep a record of what you have read, along with important annotations so that you remember how each source is relevant to your research. The article may not 'fit' today but might in a. year.

    These citation records include:

    · Basic bibliographic details: Author, Title, Publication Name, Date, Page Numbers.

    · A brief summary of the source: What was the key argument? What were its strengths or weaknesses? Was anything in the piece applicable to your future research? If not, keep a copy as it may be of value later in your research journey.

    · Tags or Keywords: You should consider how to organize your sources so that you can easily recall sources that are relevant to various research projects you may be managing, and sources that are relevant to different parts of a research project.

The assignment also introduces you to a citation management tool called RefWorks that is available to all Liberty University students. A link to RefWorks is included in the assignment prompt for
    **Research Paper: Annotated Bibliography Assignment.**

NOTE: If you are already accustomed to using another citation manager, you are not required to use RefWorks, but you are strongly encouraged to do so.

    **Learn:**

Please note comment above. The assigned readings/watch items for this do not directly apply to Module 3 but do for Module 4.  Your Annotated Bibliography is the learning assignment.

    **Instructions**

For this assignment, you are asked to submit an Annotated Bibliography in which you identify, analyze, and summarize at least
eight to ten (8-10) applied research sources < five years old that may have relevance for your public administration topic of interest for your dissertation or capstone project.

Note: these sources can also be used for your Module 5 Journal Article Review and Literature Assessment assignment in Module 7: Week 7, so be thoughtful in selecting them. Please use APA 7 requirements.

Produce an Annotated Bibliography document according to current APA format. (See the Liberty University Writing Center for a sample Annotated Bibliography – a link to this is included in the Resources section in this assignment’s prompt.)

    · Ensure that you have a properly formatted Title Page with your name, the course name, the instructor’s name, and the date of your document.

    · Ensure that your citations are properly formatted and alphabetized.

    · Ensure that your full annotation of each source is included beneath the source’s citation.

    **Coaching Recommendations**

    · Be objective. State your question about the topic. What is the question you want to answer via your research? Then seek research articles asking the same or similar question from a variety of sources.

    · Please do not start with the answer (your opinions on the topic) and then find articles that support your opinion.

    · Find opposing—even conflicting—perspectives on your research interest.

    · Seek truth and evidence wherever it leads.

    · Seek actual
applied research articles rather than opinion, policy, advocacy, etc. papers.

    **Deliverable Details**

    1. Title Page. Topic and Overview of Research Interest. State and briefly describe, in a few sentences, the public administration question/challenge/issue you intend to explore in this assignment.

    2. Create an entry for each source in RefWorks or your chosen citation manager.  If you use RefWorks, write your annotation for each source in the “Abstract” field of your record for that source.

    3. Each summary (at least 50 words). Dig deeper than just reading and summarizing the Abstract for each article so you can apply critical thinking and analysis to answer these questions:

    · What do you know about the authors? Credibility? Objectivity? Agenda?

    · What do you know about the journal or source? Trusted? Or driving an agenda?

    · Who funded the 'research'?

    · Each annotation should state the central thesis of the source being cited. What is their main research question or hypothesis?

    · What research methodologies did the authors use to answer their research question?

    · What did the authors find or conclude?

    · Do you trust their findings?

    · In sum, each annotation should evaluate the
relevance or applicabilityof the source to
your research interest. Considering all the questions above,
does the article and its findings have value to help you frame your research?

Please review the Grading Rubric for additional insights. It will be assessing:

    · Selection of sources (50 points)

    · Substance of each annotation (50 points)

    · Length of annotation (50 points)

    · Grammar and style (25 points)

Please DO NOT use AI tools to help research and summarize this Annotated Bibliography. We will provide a demo for using AI tools to help you augment this Bibliography for Module 7.

    This

    ·
**Identify at least ten sources that are relevant to a public policy issue that you may be interested in researching for your dissertation.**

    ·
**State and briefly describe, in a few sentences, the public policy issue you intend to explore in this assignment.**

    ·
**Note that these sources can be used for your Research Paper: Literature Assessment Assignment, so be thoughtful in selecting them.**

    ·
**Create an entry for each source in RefWorks, or your chosen citation manager.**

    ·
**Annotate each source with a summary of at least 50 words. (If you use RefWorks, write your annotation for each source in the “Abstract” field of your record for that source.)**

    ·
**Each annotation should state the central thesis of the source being cited.**

Note: Your assignment will be checked for originality via the Turnitin plagiarism tool. Be very careful to NOT copy/paste content from the Abstract of each article.

    Thank you!

    This

Note: Your assignment will be checked for originality via the Turnitin plagiarism tool. Be very careful to NOT copy/paste content from the Abstract of each article.

    Thank you!

    **Instructions:**

    _Exercise I:_

Professor Dunaway, the Department Head of the Criminal Justice Department at State U has just given his notorious second examination in his research methods course. The examination results can be found in the uploaded SPSS file Exam II. Now that you have some experience in univariate analysis, it is time to demonstrate your understanding of these procedures by performing some basic procedures in SPSS, and answering some related discussion questions.

    1.
**What level of measurement is the variable exam II?**

    a.
**Is this variable discrete or continuous? Why?**

    2.
**After performing the relative analysis (**
**_Hint: Frequencies, measures of central tendency, and dispersion)_ answer the following questions on the performance of the class.**

    a.
**Should Professor Dunaway be pleased with his examination results? Why or why not?**

    b.
**What information did you use to make this determination – i.e., what measures of central tendency, dispersion?**

    c.
**Do the examination results appear to be normally distributed, or skewed? What information did you use to make this determination (**
**_Hint: I would recommend the use of a histogram, with the normal curve superimposed_)**

    d.
**Can we determine causality from these results? Why or why not?**

    _Exercise II:_

The newly-appointed drug czar, Mike Methodone, has been tasked with reformulating our nation’s drug policy. As the lifelong populist, the czar has decided to solicit public opinion on the legalization of the “so-called” less harmful drugs – namely marijuana. You have recently been hired as a member of the czar’s research team. Aside from some of the more popular public-opinion polls (e.g., Roper, Gallop, Pew), you are well aware of the General Social Survey (GSS), as arguably the best source of time-series data on hot-button topics such as capital punishment, abortion, gun-control, and the legalization of drugs. Luckily, participants in the 2016 GSS were asked their attitudes regarding the legalization of marijuana. The variable, WEED (last and only variable in the 2018 GSS dataset), has the following answer categories
**(0 = “NOT LEGAL”, and 1 = “LEGAL”.** Mr. Methodone, knowing that the country is as polarized as ever, hypothesizes that 50% of the population (i.e.,.50) will favor the legalization of marijuana, and 50% will not favor legalization. Fortunately, as a recent graduate from a Master’s Program in Criminology and Criminal Justice, you know just the way to address this issue. In particular,
**you are testing the null hypothesis that the mean level of support for the legalization of marijuana will be 50% — or in this case, .50**.
_Hint: You are only analyzing one variable, so based on Chapter 7 in your SPSS text, you should be familiar with the proper analytical procedure to be employed here._

You are to answer the following questions:

    1.
**What is the level of measurement for the variable WEED?**

    a.
**Is this variable discrete or continuous? Why?**

    2.
**After performing the relevant analyses (**
**_hint: only one analysis is necessary here_), what is your final judgement on the null hypothesis that 50% of the population supports the legalization of marijuana? How did you make this determination (what test did you perform, and what tests of significance were employed?)?**

    a.
**Based on the results of the tests that you performed to answer question 2, are you of the belief that more or less than 50% of the population supports the legalization of marijuana? Why?**

    3.
**Based on the results of your analysis, what recommendations would you offer to the Drug Czar, regarding his drug policy – specifically as it pertains to marijuana?**

    There will either be
**two** separate assignment drop boxes created in Canvas – syntax drop box, and Class Project V drop box –
**OR** students will be able to submit BOTH files into the same drop box. With regard to the
_syntax_ submission, students should include the syntax files for all procedures used in Exercises 1 and 2. There is no need for students to submit an output file, as I should be able to run your syntax files for both exercises and get the necessary output. Only the class project V assignment drop box will be evaluated.

    **Format:**

While there is no specific length/page requirement to this assignment, students are asked to answer the questions comprehensively. Assignments
    **MUST** be typed, with
**1” margins throughout the document.** All students must use
**12-point, Times New Roman Font**. Students should
    **_single-space_** within each answer (including the letters – e.g., 1a, 1b), but
    **_double space_** between answers (e.g., 1, 2, 3).

    **Univariate Data Analysis**

Why?**

    2.

Scott Mayo worked as a bartender at The Local Watering Hole. One night at work, Scott got into an argument with Basil Scowen. Mayo owed Scowen $1500.00. The argument heated up and afterwards, Scowen picked up a beer bottle threateningly and appeared to be intoxicated, Mayo grabbed a pistol kept behind the bar and fired at Scowen, killing him. Mayo says Scowen told him, "I am going to kill you," and what he believed was imminent danger from Scowen.

Mayo was placed under arrest. He was not read his rights. He was transported to the local county jail. The prosecution witnesses are the police officer, who came to the scene and took statements from Mayo, and a frequent bar customer, Dawn Dietz, who witnessed some of what happened. The defense witnesses are the defendant, Mayo, and Joe, "the fireman," who was outside and saw some of the action through the window while sitting on the patio.

    – Was the arrest of Mayo a legal arrest? Discuss why. Please include the components of a reasonable arrest and if they were met with Mayo. Did law enforcement need an arrest warrant prior to arresting Mayo? Make sure to support your thoughts with legal reasons.
    – Can law enforcement seize the broken beer bottle and the gun without a search warrant? Why?
